Why aquatic plants have a higher rate of photosyntheisis than the terrestrial plants?

Plants produce carbohydrates from water and CO2 in presence of chlorophyll and sunlight through photosynthesis. CO2 plays a very important role in this biological event. Rate of photosynthesis by plants is directly proportional to the amount of up taken CO2. The concentration of CO2 is greater in water (0.03%) than the concentration in air (0.03%). Therefore a higher rate of photosynthesis is observed for aquatic plants.
