We know, the rate of change of velocity concerning time is called acceleration. If a body does not move with velocity then we say there is no velocity. So the velocity is zero. As a result, the rate of acceleration is zero. Since the acceleration is dependent on velocity when the velocity is zero then acceleration is also zero.

Acceleration is defined as the rate of change of velocity. When velocity changes, acceleration is present. If velocity changes direction, this means there is a change in velocity, and therefore acceleration is present. If velocity changes in magnitude, either increasing or decreasing, this also means there is a change in velocity and therefore acceleration. Therefore, it is not accurate to say that acceleration is not created when velocity is changed.
